1) WEF/WHO causes some random dumbass emergency, like another plandemic, a death of a public figure, a fugitive, a terrorist event or other semi big emergency, does not matter.
2) Your phones will light up with alerts: Stay inside, bad things happening out there. Do not interfere with robotic rescue dogs an search and rescue drones.
Conclusion: Now they have most the population trapped inside their homes. And the few people who use force on the robots simply get arrested or force used back.
